Superior Court Division IV

Coconino County Superior Court Judge Elaine Fridlund-Horne graduated in 1987 from Western State University, College of Law in Fullerton, Calif. She practiced law in the California from Dec. 7, 1988 to Jan. 18, 1995, when she moved to Arizona.

She has practiced law in Arizona since Oct. 21, 1995, specializing in Family and Juvenile law. In addition, she was a mediator for the Court’s ADR Program and Juvenile Court and served as a Superior Court Probate Commissioner from March 1, 2004 until Dec. 1, 2006.

Judge Fridlund-Horne was instrumental in the development of the Coconino County Volunteer Domestic Relations Guardian ad Litem program in November 2003 and volunteered to conduct the “How to Represent Yourself in Court” seminar since its inception in the late 1990s. She was also the recipient of the 2005 Coconino County Presiding Judge’s Award.

In October 2006, Judge Fridlund-Horne was appointed as a Judge Pro Tem for the newly formed Integrated Family Court Pilot Program, funded by a grant from the Arizona Legislature. Judge Fridlund-Horne has served in the capacity of Judge Pro Tem for the Coconino County Integrated Family Court (IFC) since Dec.1, 2006. As the IFC Judge Pro Tem, she is assigned family law cases involving minor children since Jan. 1, 2007. As of January 2009, Judge Fridlund-Horne was also assigned all of the IV-D Child Support enforcement matters.

At the retirement of Honorable Charles Adams in December 2010, Judge Fridlund-Horne was successfully elected as Coconino County Division IV Superior Court judge. The judge’s case assignments include all adoptions, half of minor dependency cases; domestic violence cases involving children and all non-parent custody/visitation matters.

In addition to serving as Presiding Conciliation Court Judge, on Feb. 24, 2011, Judge Fridlund-Horne was appointed as Associate Presiding Judge for Coconino County Superior Court.
