Background
The Comprehensive Plan, the County’s guide for land use, underwent an updating process beginning January 2014. The update was a requirement of Arizona State Statute 11-805 to ensure that jurisdictions across the state met requirements of the Growing Smarter legislation enacted in 1998 and updated in 2000.
The newly updated Comprehensive Plan was adopted by the Board of Supervisors in 2015, and has been implemented and supported by county Area Plans and the Zoning and Subdivision Ordinances. This plan was developed with extensive public participation and stakeholder input, and has illustrated the value in collaborative planning based on partnerships and visionary planning guidelines.
