The Criminal Justice Coordinating Council is a county wide collaboration between county, municipal and state criminal justice agencies and departments, treatment providers, administrative departments and concerned citizens to address issues and needs arising within the criminal justice system in Coconino County.

History

The impetus for the formation of the CJCC was the ever increasing population of jail inmates in the Coconino County Detention Facility and the recognition that without a coordinated and collaborative effort the County Jail would continue to be the place of first resort for persons committing both major and minor criminal offenses. After meeting on an ad hoc basis for more than a year, a request for technical assistance was made to the National Institute of Corrections to provide guidance for the committee. In July 2004, a two man team was sent by the NIC to Flagstaff to meet with local criminal justice stakeholders to explore future options and make recommendations to the criminal justice community.

Based on the recommendations of the NIC, the CJCC was formally established in March 2005 as a permanent policy level council.  Bylaws were adopted and several subcommittees were formed. In April of 2005 a consultant was retained to serve as the criminal justice coordinator for the Council facilitating collaborations, providing research and recommendations of national best practices in the criminal justice system and collecting and analyzing local criminal justice data.

 

Mission, Vision and Guiding Principles

Mission

The Council exists to promote the safety of the citizens of Coconino County, the efficient and just treatment of offenders and to work toward prevention of crime and the reduction of recidivism.

 Vision

Criminal justice in Coconino County is carried out through a coordinated justice and law enforcement system in collaboration with the community to address the root causes of crime and provide appropriate responses to it.

Guiding Principles

The purpose of the Council is to study the juvenile and criminal justice systems in Coconino County, identify areas for improvement, and formulate policy, plans and programs for change. In addition, its mission is to communicate and present planning, financial, operational, managerial, and programmatic recommendations to the agencies represented on the Council.

The Council is committed to providing the coordinated leadership necessary to establish cohesive public policies which are based on research, evaluation and monitoring of policy decisions and program implementations. Through a coordinated planning effort the Council reviews, evaluates and makes policy recommendations on vital juvenile and criminal justice system issues.

Strategic Plan

The CJCC Executive Committee held a retreat in May 2008 to establish a two-year strategic plan for the CJCC. The plan was revised throughout 2008 and finalized in October 2008. This plan is effective from January 1, 2009 through December 31, 2010. The plan has been revisited throughout 2009 to ensure the CJCC is on track with their goals and objectives. Read the CJCC 2009-2010 Strategic Plan.
