Carl Taylor was elected to his first four term on the Board of Supervisors in November 2004. He represents District 1, which includes northwest Flagstaff, Valle, Tusayan, Grand Canyon and Fredonia.

Carl was born in Bisbee, Arizona, and grew up in Provo, Utah; Cedar City, Utah; and Rio de Janeiro, Brazil. His ancestors came west in 1848; one of them was in the scouting party into the Salt Lake valley and several are buried in eastern Arizona (Snowflake, Woodruff, etc.). Carl’s family moved to northern Mexico in the 1880s and his father Carlos was born in the state of Chihuahua.

After graduating from the Escola Americana de Rio de Janeiro, Carl attended Carnegie Mellon University in Pittsburgh, graduating with a degree in Architecture. Thinking that Atlanta was a good city for an architect, he moved there after college.

During his architectural career in Atlanta, Carl established and managed an architectural and engineering firm with a specialty in technological projects (labs, medical facilities, research institutions, etc.), and buildings designed to incorporate “sustainable” or green ideas. The firm also provided strategic planning and program management services to institutional and corporate clients. They eventually merged with an engineering firm and together built a company with 350 employees in four cities (Atlanta, Greenville, SC, Charleston, SC and Raleigh, NC). Carl stayed with the company for four years and then moved west to Flagstaff.

While in Atlanta Carl was also involved in the following:

  • Served on the Board of the Atlanta Chapter of the American Institute of Architects (AIA)
  • Served as President of the Atlanta Chapter of the AIA
  • Member of the Georgia AIA Board
  • Served on the Board, and as President of the Unitarian Universalist Congregation of Atlanta, a fourteen hundred member congregation
  • Southeastern representative on the Board of Beyond War (and subsequently, The Foundation for Global Community)—a national movement dedicated to peaceful resolution of conflict, and with a vision of a sustainable global lifestyle
  • Has two wonderful daughters (with two great grandkids)!
  • Married Holly in 1978 and acquired three stepchildren and two more grandchildren!


Carl and Holly moved to Flagstaff in 1997. Since arriving in Flagstaff, Carl has been a pro-bono consultant (and full-time volunteer) for non-profit entities that have a need for new or renovated physical facilities and/or assistance with the development of strategic plans. Some of Carl’s community service activities include:

  • Served on the planning team for the Flagstaff Regional Plan
  • Served as the Regional Coordinator of the Arizona Site Steward program
  • Served as Chairman of the Board of the Arboretum at Flagstaff; was a member of the Operations Committee and chaired the Facilities and Planning Committees
  • Was President of the Board of the Flagstaff Leadership Program (was a graduate of the 1999 class)
  • Sang with the Flagstaff Master Chorale and served on its Board of Directors
  • Former Chair of the Coconino County Planning and Zoning Commission, and a member of the Commission for four years
  • Chaired the Sustainable Buildings Committee; the committee designed a County program to encourage design and construction of buildings using sustainable principles
  • Member of the Operations Committee of the Diablo Trust (an organization that focuses on sustainable land use and management), and Chair of the committee developing one of the first rural plans in Arizona - with the emphasis on economic development that will help these important ranches east of Flagstaff thrive
  • Member of the Board of Directors of the United Way—Chair of the Building Committee, and past Chair of the Nominating Committee
  • Served on the Advisory Board of the Center for Sustainable Environments at Northern Arizona University
  • Past Hearing Officer for Coconino County on environmental health issues
  • Certificate Holder at the Flagstaff Medical Center
  • Served as committee Chair of various church committees (including Finance, Nominating and Long Range Planning) and other community organizations
  • Provided project management assistance to the Museum of Northern Arizona, The Northland Family Help Center, The Arboretum at Flagstaff, Northland Preparatory Academy and The Grand Canyon Association.

As County Supervisor, Carl has been involved with various issues and projects throughout District One that include:

  • Issues associated with regional snowplay and tourism
  • Formation of the Canyon Region Economic Development Alliance
  • The Sustainable Economic Development Initiative
  • Flood engineering study of the Kaibab Estates West area
  • Various projects in the Tusayan area
  • Improvements for the Coconino Center for the Arts
  • Study and planning regarding rural emergency response
